Motivation
The SPARKUP proposal addresses the growing risks of Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) threats in the Southern CEE region, which faces heightened vulnerability due to the ongoing conflict in Ukraine and broader geopolitical instability. To strengthen preparedness and response, SPARKUP aims to bridge gaps in the European Research Area by improving career interoperability between academic and non-academic sectors. Through enhanced collaboration among universities, research institutions, industry, and government, the project seeks to build a skilled, adaptable workforce and foster a more integrated research ecosystem capable of tackling complex CBRNE challenges.


Vision
The project aims to deliver a comprehensive strategy that includes a targeted upskilling programme, personalised career development plans, and hands-on secondment opportunities, all designed to equip researchers and innovators with the necessary skills to excel in their careers. This approach not only boosts employability but also ensures that the next generation of CBRNE experts is capable of responding effectively to the specific risks faced by the Southern CEE region.

Boosting Talent Flow Through Cross-Sector Collaboration
Comprehensive talent development and circulation activities will be launched to swiftly address the sector’s urgent needs and foster collaborations between academic and non-academic sectors.
Fostering Innovation and Talent in CBRNE Academies
The project will establish the groundwork for sustainable talent management and R&I capabilities within the region’s leading CBRNE academies through organised knowledge transfers and shared infrastructure.
Establishing a CBRNE Center of Excellence
A Center of Excellence will be established at UCPS, positioning it as a flagship institution in the Southern CEE region for talent development, R&I support, and cross-sectoral knowledge exchange.
Partners
To achieve ambitious goals, the project incorporates a strong consortium including four academic partners, three SMEs, two NGOs, and an international organisation. The collaboration spans eight European countries, connecting widening regions with strong innovator nations.
