Ludovika – University of Public Services

Ludovika-University of Public Services provides educational and training programs to develop skilled professionals in public administration, law enforcement, defence, and related fields. Its research focuses on public governance, diplomacy, security, military engineering, law enforcement, and water management. LUPS operates at national, regional, and global levels, instilling core values and principles in public servants to enhance citizen-focused service delivery. The university’s collaborative research teams contribute to international projects, supported by experienced personnel, strong infrastructure, and robust project management, ensuring active participation in HE and other research initiatives.

Daniel RÉMAI

Daniel RÉMAI

Role: Project Leader in LUPS

Dániel RÉMAI is currently serving as the Acting Head of the Department of Counter-Terrorism at the National University of Public Service in Hungary. He is also a senior desk officer at the Counter-Terrorism Centre of the Ministry of Interior, where he has been involved in organising awareness trainings and developing IT-based operational support systems since 2016.

Previously, he worked as an assistant to a Member of the European Parliament in Brussels, handling both professional and administrative duties with a focus on public communication. His earlier roles also include work in research and development, market analysis, and data visualisation.

As a researcher and university lecturer, Dániel is committed to bridging the gap between academic knowledge and operational practice. He holds a Master’s degree in Security and Defence Policy, a second Master’s in Civilian National Security, and a PhD in Military Sciences, focusing on threat-based force development and transformation.

In addition to teaching and coordinating academic programmes on political violence, various forms of terrorism, and foreign terrorist fighters, he regularly contributes to international projects, including hybrid threat analysis and security innovation training. He is passionate about interdisciplinary cooperation, data-driven research, and data visualisation.

Kata ZSELI-KERNER

Kata ZSELI-KERNER

Role: Project Coordinator at LUPS

Kata ZSELI-KERNER, a police officer from Hungary, has nearly twenty years of experience in criminal investigations and police cooperation at both national and international levels. Throughout her career, she has served as an investigator and law enforcement analyst, as well as a senior chief investigator at the Interpol and SIRENE Bureau of Hungary, where she was primarily responsible for coordinating international criminal information exchange.

As Deputy Head of Department and expert coordinator, she contributed to the development of national law enforcement and criminal IT systems during the upgrade of the Schengen Information System (SIS). She also played an active role in Hungary’s 2024 Schengen evaluation, preparing law enforcement and criminal staff at the national level for the assessment.

Currently, Kata serves at the Ludovika University of Public Service. Her responsibilities include liaising with other departments, coordinating with private sector stakeholders, organising events, and preparing strategic cooperation agreements. She is also involved in the SPARKUP project as a professional coordinator. This marks her first engagement in a project of this nature, and she is enthusiastic and open to the opportunities it presents.

Zita GÁBOR

Role: Administrative project manager

Zita GÁBOR manages the administrative aspects of direct EU‑funded projects at the Ludovika University of Public Service in Hungary. With more than two decades of experience across a broad range of EU‑financed programmes—including Erasmus, JUST, HE, and AMIF—she has held roles spanning proposal development, project management, financial management, monitoring, and evaluation.

Over the course of her career, she has worked with municipalities, the Hungarian Innovation Agency, SMEs, and non‑profit NGOs, among other partner organisations.
