Introduction: When the Invisible Becomes a Real Threat
In today’s interconnected and uncertain world, threats from Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) sources are no longer distant or hypothetical. Imagine an industrial accident releasing a toxic cloud over a city, a pandemic spreading with breathtaking speed, or the cross-border smuggling of hazardous materials. These are not film scenarios; they are real, multifaceted, and evolving risks.
True resilience against these threats lies not only in advanced technologies or protective gear. It lies in people: in well-prepared societies, trained professionals, and most importantly, in effective cross-sector collaboration.
This is where a major European effort comes into play: the future Center of Excellence in CBRNE, led by the Vinca Institute of Nuclear Sciences at the University of Belgrade. This center will act as a vital bridge between research, policy, and practice, bringing together EU-funded projects to create a united front. Within this vital ecosystem, the SPARKUP project holds a key position, focusing on a region with unique security and societal challenges: Southern Central and Eastern Europe (CEE).
What is SPARKUP? More Than a Project, a Community of Experts
SPARKUP project, whose goal is Strengthening CBRNE Talent Development and Cross-Sector Innovation for a Safer Future, is an EU-funded initiative with a clear mission: to invest in human capital. Unlike purely technical projects, SPARKUP is centered on people, knowledge, and partnerships.
Our primary objectives are:
- To enhance research collaboration across borders and disciplines, we need to find integrated solutions to complex problems.
- To boost the career mobility of researchers and professionals in CBRNE-related fields, allowing them to learn and work in diverse environments.
- To develop a skilled, adaptable workforce that can operate across both academic and non-academic sectors (e.g., response agencies, industry).
- And ultimately, to strengthen preparedness and resilience in Southern CEE.
By fostering an ecosystem where researchers, policymakers, and first responders can exchange expertise and co-develop solutions, SPARKUP aims to create a lasting impact that extends well beyond its official duration.
First Steps: Building a Network of Resilience
In the early stages of the project, our team has been actively engaged in a fundamental mission: collecting and mobilizing associated partners. Why is this step so critical? CBRNE resilience cannot be achieved in isolation. It is a collective effort that requires the active involvement of all relevant stakeholders:
- Universities and research institutes that bring scientific expertise and innovation.
- Public authorities and civil protection agencies are responsible for the operational response in a crisis.
- Industry actors, who contribute innovative tools and technologies.
- Civil society and NGOs, which ensure inclusiveness, build trust, and guarantee the societal relevance of our actions.
By expanding this network, SPARKUP ensures that its results do not remain confined to a narrow circle but reach practitioners on the ground who can apply them in real-world scenarios.
The European Vision: Tearing Down Walls and Building Bridges
One of the European Commission’s guiding visions is “Building Bridges”—creating stronger connections between disciplines, sectors, and countries. In the CBRNE domain, this vision translates into concrete actions that SPARKUP directly supports:
- Breaking down walls between chemical safety, biological preparedness, and radiological/nuclear security.
- Integrating academic and operational perspectives so that research outputs are usable for first responders.
- Encouraging the mobility of experts across borders to ensure a truly European pool of trained professionals.
- Engaging young researchers and professionals to build the next generation of CBRNE experts.
SPARKUP directly contributes to this vision through mobility programs, joint trainings, and collaborative workshops where participants can share developmental goals, compare current capabilities, and shape the roadmap for future resilience.
The Impact We Aim For
Through its activities, SPARKUP will generate impact in three key areas:
- Scientific Excellence: We will advance state-of-the-art knowledge in CBRNE risk preparedness and facilitate access to interdisciplinary research opportunities.
- Societal and Workforce Resilience: We will help create a workforce capable of addressing crises that involve hazardous materials while strengthening trust between citizens, institutions, and emergency services.
- Policy and Operational Relevance: We will provide insights and recommendations for national and EU-level policy and support civil protection agencies with knowledge and partnerships.
By the end of the project, SPARKUP will not only have supported scientific collaboration but will have sparked a long-lasting network of resilience actors in Southern CEE.
